PM Unveils 2026 “Budget of Savings”
The Government of Mongolia has officially submitted the 2026 consolidated budget draft to the State Great Khural (Parliament). Prime Minister G.Zandanshatar described it as a “Budget of Savings.” Below are some key figures and planned programs from the draft:
• Total budget revenue: ₮31.6 trillion
• Total budget expenditure: ₮32.9 trillion
• Budget deficit: ₮1.3 trillion (1.3% of GDP)
The government has also set the following goals:
• Transport 90 million tons of coal.
• Invest ₮1 trillion in education, ensuring 100% school enrollment. By 2028, build 95 kindergartens and 108 schools.
• Allocate ₮100 billion to reduce teachers’ workload and increase incentives.
• Invest ₮1.3 trillion in healthcare to renovate hospitals in 17 provinces, and begin construction of a Cancer Center, an Organ Transplant Center, and a Cardiovascular Hospital.
• Increase VAT refunds up to 50% for purchases under ₮1 million. Expand corporate tax incentives and exempt personal income tax for earnings up to ₮800,000.
• Invest ₮3.9 trillion in energy, of which ₮2.5 trillion will come from the private sector.
• Spend ₮900 billion on 2,000 km of roads, 1,317 meters of bridges, and repairs on 223 roads.
It is noteworthy that Prime Minister G.Zandanshatar’s government collected public feedback on the budget proposal. A total of 186,000 citizens participated, submitting more than 8,000 suggestions, which were then consolidated.
